Co-creators or Technicians?
Costume and Production Designers are significantly involved in the process of filmmaking and contribute considerably to the look, feel, and success of a film. Although the results of filmmaking seem the same all over the world, each country has developed its own way to produce it. Not only are crew structures slightly different, but the standing of a department varies from country to country: France sees the designers as “technicians,” Germany as “artists.”

Which countries do consider Costume and Production Designers as cocreatorrs of a film (i.e. Austria, Germany) and which countries don’t (France)? How is this defined in each country and does it vary for different projects? Who pays for the copyrights? Which structures collect and distribute the money?
